Most PMO teams know they should be developing their people. The challenge is finding the time, structure and confidence to do it well. That is exactly why the PMO:TNA Service exists. It provides a clear, supportive and repeatable process that helps PMO leaders and teams understand their current capability, identify what needs to improve and agree a realistic plan for development.
The full service is built around a five stage Training Needs Analysis model created specifically for PMOs. It is aligned to the House of PMO Competency Framework, which gives teams a consistent and evidence based way to review skills, knowledge and behaviours.
Stage 1 – Understanding and Setting Goals
We begin by helping you understand what the organisation needs from the PMO. This might relate to service maturity, delivery expectations, governance improvements, tooling, data confidence or simply a desire to strengthen team capability.
Through facilitated sessions we help you define clear capability goals that align with your PMO’s direction of travel. These goals become the anchor for everything that follows.
How we support you
We guide discussions, help you identify the capability areas that matter most and ensure the goals set are practical and relevant to your PMO’s current stage of development.
Stage 2 – Reviewing and Assessing Current Capability
Once the goals are agreed, the next step is understanding where the team stands today.
At this stage, we partner with the House of PMO to give your team access to their online assessment tool. The tool is built around the full PMO Competency Framework, which means every assessment is grounded in a recognised and trusted standard for PMO capability.
Individuals are able to assess their competences, skills, knowledge and behaviours in a structured and consistent way. When organisations hold corporate membership, all of these individual assessments can be combined to create a complete overview of the PMO team’s capability. This allows leaders to see strengths, gaps, patterns and areas where the team may need support.
This creates an objective baseline that removes guesswork and supports meaningful development planning.
How we support you
We guide the team through how the tool works, explain the competency framework clearly and help them navigate the assessment process. We then work with you to interpret both individual and combined team insights so you have a clear, evidence based picture of capability across your PMO.
Stage 3 – Turning Insight into Action Plans
This is the stage where insight becomes action.
Using the assessment results, we work with you to:
-
Prioritise capability gaps.
-
Form team level development priorities.
-
Build individual development plans.
-
Define outcomes that can be measured.
At its heart, this stage gives the PMO a structured roadmap for development that is realistic and aligned with your goals.
How we support you
We facilitate your planning sessions, help ensure development actions are achievable and show you how to connect team priorities to individual development plans.
Featuring a Real Example from the Edinburgh PMO Conference 2025
This stage also gives us the opportunity to share real stories of success. At the Edinburgh PMO Conference 2025, Elaine Hennessey from Gallagher delivered an excellent session describing how she used our Training Needs Analysis and PMO Development Plans eBooks to build tailored development plans for her team.
Her full talk covered:
-
How she used the PMO Training Needs Analysis and PMO Development Plans eBooks to structure conversations with her team.
- How she used the PMO Development Plans template from the eBook to create her own development plan that is suited to her organisations needs.
-
How she used the PMO Competency Framework to complete self-assessments and link them to job roles at Gallagher.
- How she analysed the results, and used that evidence to support her case for promotion.
Elaine was previously a Senior PMO Analyst, and we’re delighted to share that after completing this development plan process she is now the Head of Global IT PMO. Her full talk will be added to the House of PMO’s library very soon.

Stage 4 – Development and Learning Support
With development plans created, the next step is putting them into action.
Development activities typically involve a blend of:
-
Structured learning
-
PMO specific training
-
Coaching or mentoring
-
Peer knowledge sharing
-
On the job learning
-
Professional qualifications
We also make full use of the House of PMO PMO Competency Framework Self-Assessment Tool, which includes learning recommendations connected to each competence. This helps individuals select the right development activities and track their learning journey.
How we support you
We recommend suitable learning pathways, provide public and in house training, design bespoke PMO workshops and help build a supportive learning environment across the team.
Stage 5 – Evaluating Progress and Measuring Impact
The final stage focuses on understanding the impact of the development work.
We help you evaluate progress by reviewing:
-
Changes in competence levels
-
Improvements in confidence
-
Application of new skills in real work
-
Team effectiveness
-
Alignment to organisational needs
This evaluation gives you a clear view of the return on development and supports decisions for the next cycle of capability growth.
How we support you
We guide evaluation discussions, help interpret repeat assessments, and provide recommendations for ongoing development.
